Today’s LiveWire Spotlight examines the initial draft of PRC-023-6: Transmission Relay Loadability which looks to remove two unnecessary references to Out of Step Blocking (OOSB) elements. The existing version has led some relay owners to disable their OOSB elements believing that their characteristic function to block tripping conflicts with the standard’s criteria to allow tripping; a misreading of the intent. This can actually reduce reliability in systems that must be desensitized to regularly occurring voltage, frequency, and power oscillations.
The initial draft of PRC-023-6 and its supporting materials have been posted for a 45-day industry stakeholder review and a concurrent vote to approve or disapprove. Your feedback and ballots are due back to the project team by December 2, 2022.
