Today’s LiveWire Spotlight examines a proposed Standards Authorization Request (SAR) issued by the Energy Reliability Assessment Task Force (ERATF) addressing deficiencies in the historical analyses of available energy capacity driven by BES resource evolution. The SAR calls for new definitions of “energy reliability assessment”, “fuel assurance” or other key terms; requirements to compare assessment observations against predefined criteria; an accounting for fuel delivery constraints; and the engagement of neighbors to synch up interchange availability assumptions.
Although Project 2021-07: Extreme Cold Weather Grid Operations, Preparedness, and Coordination is cited in the SAR, there is no mention how this new initiative will avoid covering the same ground. Look for this to be a point of contention as both get underway.
