Today’s LiveWire Spotlight evaluates the second draft of BAL-003-3, which updates several key focus areas introduced in the original posting in an effort to improve upon the 43.84% approval level accorded it. One of this biggest changes is that the standard will not establish minimum 5% governor droop and ± 0.036 Hz deadband settings for every BES generator.
The Project 2017-01 Phase II: BAL-003-3 Draft 2 standard and its supporting materials have been posted on the NERC website for a 45-day review and concurrent ballot. Clients have until June 1, 2023 to return their comments and votes to the project team.
