Today’s LiveWire Spotlight examines the initial draft of BAL-003-3, which proposes simple and direct updates to adequately meet the generator response objectives for Project 2017-01 Phase II.  The project team decided not to develop frequency response obligations and measures for Generator Owners/Operators that mimic the methodology used to oversee BA/RSG performance.  Instead, they have introduced new requirements calling for Generator Operators to run units with the governor online during dispatch AND for Generator Owners to set the governor droops and deadbands in accordance with specified minimums.

The Project 2017-01 Phase II: BAL-003-3 Draft 1 standard and its supporting materials have been posted on the NERC website for a 45-day review and concurrent ballot.  Clients have until September 7, 2022 to return their comments and votes to the project team.
