Today’s LiveWire Spotlight deals with the four options under consideration by the project team looking to meet the objectives of Project 2017-01 Phase II.

1. Revise BAL-003-2 to address the Real-time aspects of Frequency Response necessary to maintain reliability.  Consider if matching frequency response requirements should be created for Generator Owners/Operators.
2. Ensure comparability of and applicability to the appropriate resource types given variances in technology types and operating conditions.
3. Develop measurements to capture Real-time resource and load characteristics that assure frequency responsiveness is available when needed.
4. Ensure equitable performance measures that do not disadvantage some GO/GOPs due to a persistent inability of others to supply energy during frequency events.

The Project 2017-01 Modifications to BAL-003 Phase II White Paper has been posted on the NERC website for a 30-day review and concurrent ballot.  Clients have until April 27, 2021 to return their comments to the project team.
