Today’s LiveWire Spotlight examines NERC’s fifth annual technical study on electric system frequency response directed by FERC in Docket RM13-11-000. The report analyzes the calculation of Interconnection Frequency Response Obligation (IFRO) in the East, ERCOT, WECC, and Quebec to determine if sufficient reserves are available to offset large unexpected transients in power balance.
Due to the freeze in IFRO, Balancing Authorities do not need to re-calculate Frequency Bias Settings and L10 values for 2018. BAL-003-1.1 is being modified to correct the discrepancies in the calculations – but could easily take a year or more to complete.
