Today’s LiveWire Spotlight examines a program proposal made to the Reliability and Security Technical Committee (RSTC) offering a conceptual approach to help them deal with the deficiencies in the historical analyses of available energy capacity driven by BES resource evolution. The proposal recommends a path forward that will eventually lead to energy adequacy-related enhancements to existing NERC Reliability Standards or the development of new ones.
Although not cited in the proposal, there is no doubt that California’s recent series of rolling blackouts has raised the priority of this work item in the eyes of the RSTC. Look for the pressure to ratchet up to launch the work plan before the end of the year.
