Today’s LiveWire Spotlight looks at NERC’s latest annual technical study analyzing the calculation of Interconnection Frequency Obligation (IFRO) issued to FERC, who imposed the reporting obligation when BAL-003-1 was approved. The study concludes that the IFRO values for operating year 2019 can not change for the third straight year. The freeze must go on until flaws in the IFRO equation found in 2016 are corrected
Due to the freeze in IFRO, Balancing Authorities do not need to re-calculate Frequency Bias Settings and L10 values for 2019. BAL-003-1.1’s other requirements for each BA to ensure their Frequency Response meets the Frequency Obligation are not affected.
