Today’s LiveWire Spotlight looks at NERC’s analysis of next year’s Interconnection Frequency Response Obligations (IFROs) for the four North American Interconnections. The ERO continues to see Interconnection-specific variations in the frequency probability distribution functions created by structural issues that affect the usefulness of the equation – and will continue the IFRO freeze instituted in 2017.
Only Texas-based BAs (ERCOT) will need to re-calculate Frequency Bias Settings for 2021 due to a negative 90 MW/0.1 Hz increase caused by a reduction in the credit for load resources. It is not clear if or how this will change now that BAL-003-2 has taken effect.
