Today’s LiveWire Spotlight evaluates two game-changing regulatory initiatives driven by FERC intended to ensure wide-area electric system reliability as distribution-side Inverter-Based Resource (IBR) usage grows. The first directs NERC to submit a work plan to move unregistered IBR owners and operators under Federal oversight. The second is a Notice of Proposed Rulemaking (NOPR) declaring FERC’s intent to call for new IBR reliability requirements governing data sharing, system studies, and plant ride-through performance.
FERC’s NOPR to develop new IBR reliability requirements has been posted for a 90-day review. Clients have until February 6, 2023 to submit comments regarding the proposed modifications. NERC’s plan to register IBR aggregators will be posted about the same time.
