Today’s LiveWire Spotlight looks at FERC’s Approval of BAL-003-2, which establishes semi-static Interconnection Frequency Response Obligations (IFROs) for the East, West, Quebec, and ERCOT – replacing the dynamic method requiring annual adjustments.  The new algorithm avoids the need to immediately correct deeply entrenched flaws in the calculation of IFRO, while still allowing for changes to each Interconnection’s IFRO if conditions call for it.

According to the implementation plan, BAL-003-2 will take effect in the U.S. on December 1, 2020.  At that time, NERC will use the 2021 IFRO values compiled by their Staff as the starting point for determining the Frequency Response Obligation for every Control Area.
