Today’s LiveWire Spotlight is the third of four articles on FERC’s June 27 Technical Conference.  Panel III’s topic was “Reliability Issues Associated with Reliability Coordinator Seams”.  Representatives from several Reliability Coordinators from the Eastern and Western Interconnections explored the difficulties that adjacent RCs with different marketing and operating frameworks face synchronizing actions in support of Interconnection reliability.

After assessing the Technical Conference Panel III discussion, FERC will decide if the WECC RC transition plan needs tweaking.  Although reluctant to interfere, the Commission may decide to require JOAs – a strategy effectively applied after the 2003 Northeastern blackout.
