Today’s LiveWire Spotlight examines BAL-003-2 Draft 2 – which looks to establish semi-static Interconnection Frequency Response Obligations (IFROs) for the East, West, Quebec, and ERCOT; replacing the dynamic method requiring annual adjustments. The new approach still allows for changes to each Interconnection’s IFRO (which have been frozen since 2016), but only if they are technically justified and significant.
The second draft of BAL-003-2 and its supporting materials have been posted on the NERC website for a 45-day review and concurrent ballot. Clients have until January 17, 2019 to return their comments to the project team and votes on the latest updates.
