Today’s special edition of LiveWire Spotlight explores the modifications proposed to NERC’s reference document describing the proper composition of a Balancing Authority’s or Reserve Sharing Group’s Operating Reserve – and their ability to offset changes in load. The updates are mostly non-substantive sentence rearrangements, errata changes, and URL updates; although there are new references to “Variable Energy Resource (VER) forecast error” as being a key component of an Operating Reserve program.
Version 4 of NERC’s Reliability Guideline on Operating Reserve Management has been posted for a 45-day stakeholder review period. Comments must be returned in the Excel form provided on the RSTC web-site to Darrel.Richardson@nerc.net by April 20, 2023.
