Today’s LiveWire Spotlight focuses on the WECC Reliability Assurance Project, which looks to determine if Lessons Learned from the 2011 Southwest Outage have been assimilated by Operators in the Western Region. The task force concludes that, overall, progress has been made in the five years since the Outage, while noting that most TOPs still approach operations in a reactive manner.
Some of the issues identified by the joint NERC/WECC review team will be addressed by the updated IRO and TOP standards taking effect on April 1. If those do not prove to be effective, NERC will take further steps to shore up BES Operations practices.
