It addresses key findings of the joint NERC/FERC task force investigating the 2011 outage across south Arizona, California, and Baja Mexico.
FERC has made it clear that they expect stakeholders to assimilate the lessons learned from the 2011 outage. Substantial fines will be levied if a phase angle difference touches off another wide-area outage like that seen in the Southwest.
