Today’s LiveWire Spotlight looks at the Phase Angle Technical Reference, a document addressing a key finding of the joint NERC/FERC task force investigating the 2011 outage across south Arizona, California, and Baja Mexico. It reports on the progress made since the task force issued Recommendation 27 – calling for a means to detect and mitigate conditions that may lead to phase angle differences.
FERC has stated their expectation that industry incorporate lessons from the 2011 outage. Substantial fines for inadequate situational awareness were levied on several of the involved operators – demonstrating the serious nature of the issue.
