Today’s LiveWire Spotlight evaluates the second draft of the Standards Authorization Request (SAR) for Project 2017-01. The SAR team has added several major work items identified by the Northwest Power Pool that address flaws in the components of the Frequency Response Measure.

The second draft of the Standards Authorization Request for Project 2017-01 and the BAL-003 Technical Document have been posted for a 30-day review period.  Clients have until December 1, 2017 to provide comments back to the drafting team.

Today’s LiveWire Spotlight looks at FERC’s Notice of Proposed Rulemaking (NOPR) to approve CIP-003-7 “Security Management Controls”.   The standard satisfies two directives issued in FERC Order 822 aimed at improving the protection of Low-Impact BES Cyber Systems against electronic attacks.

FERC’s proposal to approve the CIP-003-7 is posted for a 60-day public review.  Clients have until December 26, 2017 to submit comments regarding the additional requirements that the Commission may call for if their concerns are not addressed.

Today’s LiveWire Spotlight addresses DHS Directive BOD-017-01, which was issued on September 13 to warn all Federal agencies of a significant cyber threat from Kaspersky-branded cyber security software.  The software contains a back door that allows the Russian government broad access to even the most sensitive data on the host system.

A Level 2 NERC Alert on the Kaspersky threat has been issued to all electricity asset owners and operators registered with the ERO.  Recipients have until January 5, 2018 to respond with their assessment of the threat and the steps they are taking to mitigate it.

Today’s LiveWire Spotlight looks at the draft posting of a reference document discussed at NERC’s Monitoring and Situational Awareness Conference held earlier this year. The white paper titled “Risks and Mitigations for Losing EMS Functions” outlines the predominant causes of EMS outages, and the risk they pose to the BES.

The feedback from the Monitoring and Situational Awareness Conference on NERC’s White Paper on the Risks and Mitigations for Losing EMS Functions is still under consideration.  It will be posted for industry stakeholder review after those suggestions are incorporated.

Today’s LiveWire Spotlight is the second of two articles on the definitions and standards governing the derivation and communication of System Operating Limits.  Part I was issued on October 19 and addressed the proposed updates to the NERC Glossary that describes an SOL and how they are applied.  Today’s issue looks at the initial drafts of four FAC standards that will fundamentally change how Operations and Planning limits are created, distributed, and aligned.

The initial drafts of the System Operating Limit standards have been posted on the NERC website for a 45-day review period and concurrent ballot.  Comments must be returned and votes cast by November 13, 2017.

Today’s LiveWire Spotlight evaluates a report issued September 28 by the New York Cyber Task Force – a team of thirty experts from industry, academia, government, and consultants assembled by Columbia University’s School of International and Public Affairs.  The group offers a series of recommendations hoping to touch off a dramatic improvement in public and private sector cyber security, without giving up the benefits that wide area networks bring to society.

Global cyber security costs are roughly $75 billion per year, with very mixed results. With ever-increasing Internet use, those outlays are expected to exceed $1.2 trillion yearly by 2030 – unless highly leveraged protective strategies are widely deployed.

Today’s LiveWire Spotlight looks at FERC Order 837, which announces the Commission’s approval of PRC-012-2 – a consolidation of five NERC standards governing Remedial Action Scheme (RAS) planning, performance, and maintenance into one.  PRC-012-2 satisfies a FERC directive to transfer the Regional Entity’s responsibilities under the existing standards to other entities.

PRC-012-2 will take effect in the U.S. on 1/1/2021.  By then, new RAS deployments and major modifications must be handled under the new process.  The planning and operational assessments of existing RAS must be completed 5 to 12 years later.

The initial versions of the definitions of System Operating Limit and SOL Exceedance have been posted on the NERC website for a 30-day review period.  Comments must be returned to the project team by October 30, 2017.
